Building in St. Hedwig and Adkins

The two communities sit side by side in eastern Bexar County but are organized differently, which affects your project. St. Hedwig is a small incorporated city on FM 1346, settled by Silesian families in the 1850s near where Martinez and Cibolo creeks meet and incorporated in 1957. Adkins has no city government. It began in the 1880s as a railroad flag station and sits on Loop 1604 and FM 1518, where growth came with the loop and San Antonio’s expansion.

Many properties here are larger lots and acreage, so driveways run farther from the road, a shop often goes up before the house is finished, and some homes rely on septic instead of a sewer line.

Concrete for driveways, slabs and shops

Many projects out here begin with concrete:

  • Driveways: a long run from the road to a house or shop set back on the land, plus the apron at the pavement. Where a ditch runs along the road, culvert size and position are settled before forms go down.
  • House and addition slabs: base preparation, forming and reinforcement, with under-slab plumbing locations set before the pour.
  • Shop and barn slabs: thickness, steel and anchor bolt locations taken from the building drawings and the equipment that will park inside.
  • Patios and walks beside the house, often paired with a patio cover.

Ground that looks flat still has to shed water, so we set grades that carry rain away from the slab rather than toward a shop door. Fall and early winter are good months to schedule a pour (the FAQ below explains why). Our concrete services page has more detail.

Barndominium and metal building finish-outs

Plenty of owners buy a steel shell from a supplier and then need the inside turned into a home. That interior is our part: framing, insulation, drywall, doors and trim, kitchen and bathroom build-outs and flooring, with plumbing and electrical scope planned into the estimate.

Interior walls have to line up with the girts and framed openings, and the insulation choice affects condensation on the steel, so we review the supplier’s drawings before pricing. Read more about barndominium and metal building finish-outs.

Additions on country properties

A bedroom, a larger living area or a primary suite added to a house on acreage usually has room to spread out, but a few questions come first. If the house drains to a septic system, ask early whether it suits a bigger house, since Bexar County requires a permit to modify a system. The new slab must tie into the existing foundation, and the new roof should meet the old one without a valley that traps water. Our home additions page covers planning in more detail.

Permits: City of St. Hedwig or Bexar County

The parcel, not the mailing address, decides whether the city or Bexar County handles your plans. An address can say St. Hedwig even when the lot is outside the city limits, so we confirm the location first.

Inside St. Hedwig city limits

As an incorporated city, St. Hedwig sets its own rules on what needs a permit and inspection. Local requirements change, so we check with the city for each project.

Adkins and unincorporated Bexar County

Adkins is unincorporated, like much of the land around both communities, so county rules apply. Bexar County Public Works lists these permits:

  • Building permits, handled with the county Fire Marshal’s Office, for structures that are not single-family dwellings. A shop used for a business falls in this group.
  • Floodplain development permits for construction on property near the 100-year floodplain.
  • Right-of-way permits for driveways that connect to county-maintained roads.
  • Septic permits from Bexar County Environmental Services to install, repair or modify a system.

Driveways onto FM 1346, FM 1518 or Loop 1604 meet a state-maintained road rather than a county road, so the county right-of-way permit does not cover them.

The county’s Development Services office is at 1948 Probandt St., San Antonio, TX 78214. Wherever the property sits, your project’s permit is applied for before work starts. For Wilson County projects, see our permits guide.

St. Hedwig and Adkins questions

Does a home addition in unincorporated Bexar County need a county building permit?

Usually not. Bexar County’s Fire Marshal decides when building permits are required for structures that are not single-family dwellings, and the county counts a building with three or fewer units as single-family. An addition can still need a floodplain development permit or a septic permit, so we check the property’s situation before the work is scheduled.

Can you pour the slab for a metal building I am buying from a supplier?

Yes. Send the supplier’s foundation drawings or anchor bolt plan with your request, since slab size, thickness and bolt layout come from them.

Why plan a concrete pour for fall?

Mild fall and early winter weather slows how fast water evaporates from fresh concrete. That gives the crew more time to finish the surface and lowers the risk of early cracking compared with a pour in summer heat.
