Starting from La Vernia
La Vernia sits at the junction of US Highway 87 and FM 775 in northern Wilson County, roughly fifteen miles north of Floresville, and it’s where our office is.
Inside city limits, La Vernia runs its own permitting. Plan review and field inspections are contracted to Bureau Veritas, and every contractor renews a city registration annually. Its definition of an addition includes carports, covered patios, sunrooms and bedrooms, and those go through the city’s addition and remodel application.
From here we plan bathroom and kitchen remodels, home additions and concrete driveways, slabs and patios.

Several are small towns ringed by acreage, where a rural lot raises its own questions: where the septic field sits, how a concrete truck reaches the pad, and whether any of the land is mapped as floodplain. Planning a barndominium or metal building finish-out, a tiny home or shed or a patio cover on open land? Mention the lot size and how the site is reached.
City limits or county: who issues the permit
The rules that apply depend on which side of a city limit line the property sits. Inside an incorporated city, the city (or the inspection firm it contracts with) reviews plans, issues the permit and inspects the work. Outside city limits there is no city building department, and the county’s role is narrower.
A letter from the Wilson County judge, posted on the county’s Permitting & Development page, says the unincorporated county has no zoning, lists floodplain, septic and driveway permits as the ones the county requires for construction, and notes that the county does not require a certificate of occupancy. It sends owners on a state highway to TxDOT for driveway rules and tells anyone building inside a city’s limits or extraterritorial jurisdiction (ETJ) to check with that city. That page also posts the county’s current subdivision and development regulations, so check those too.
Any permit your project needs is applied for before work starts. Which office issues it depends on the address. Our La Vernia and Wilson County permits guide covers both sides in more detail.
What changes from one town to the next
- Code edition. Each city adopts residential codes on its own schedule, so the code a plan follows depends on the address.
- Inspection order. Work that gets covered, such as framing, rough plumbing or concrete, waits for its inspection, and each city books inspections its own way.
- Water and wastewater. A home on septic or a private well needs its bathroom or kitchen layout planned around them, so plumbing and electrical scope is planned into the estimate from the start.
- Neighborhood rules. Deed restrictions or an HOA may review exterior work like patio covers. Wilson County’s letter says the county doesn’t enforce subdivision covenants, so ask the HOA.
Service area questions
Do you work in towns that aren’t listed on this page?
Send the address with your estimate request and we’ll tell you whether the job fits our travel range and schedule.
Is my property inside a city or out in the county?
Ask the city’s permit office with your street address; staff can confirm whether the parcel is inside the city or in its ETJ. Your appraisal district record, which lists the property’s taxing entities, is another clue.
What should I send with an estimate request from outside La Vernia?
Start with the street address and a sentence or two on the job, plus photos and any measurements you’ve taken. Mention whether the home is on septic or city sewer, whether there’s an HOA, and your preferred timing, since each of those shapes the scope and the permit path.
Your idea.
